Go to Harbor Freight (or Northern Tools) and get an "easy-out" for about $15 (I think). It will make short work of it.

David,
Without an image, a specific solution is difficult. However, what you "may" want to try is to cut a slot in the head of the shank you want to remove, and then use a flat-bladed screw driver to back it out. To cut the slot, you'll need a dremel tool with a really narrow blade.

I replaced this screw with a 30mm screw to add fog lights on each fork. I noticed last week that the screw was broken at the point where the screw is difficult to remove. Could I have some advice on how to resolve this issue?
